The following is provided courtesy of Ferndale City Administrator Greg Young regarding the Ferndale City Council meeting agenda for the meeting scheduled for Monday, May 7th.
It is good to be back to work and I’m looking forward to our Council meeting. The weather is turning warmer so hopefully we can finish up Monday night in time to enjoy the evening. We will begin at our regular 6PM start time. We do have an Executive Session scheduled wherein we will discuss pending litigation related to the Washington Street Project. Dannon will be present (editor’s note: Dannon refers to the City of Ferndale’s attorney Dannon Traxler).
On the Consent Agenda we have one item in addition to the regular Claims and Payroll – that is, a resolution setting the date for a possible vacation of city right-of-way. As you may be aware, a few years ago the City agreed to get some land from a developer in exchange for us vacating some right-of-way in the vicinity. This resolution simply sets the date for the Public Hearing wherein we will discuss the merits of this possible vacation.
The first item on the regular agenda is our monthly private development update from Haylie Miller wherein she will provide some information for selected projects that are underway.
After this we will hold a Public Hearing regarding our recent moratorium on storage facilities. The Planning Commission has taken up this topic and has forwarded some interesting recommendations.
The next item is an ordinance regarding temporary housing for religious organizations. As has been the case for many years, religious organizations many times look to aid the homeless and in this case, may be providing temporary housing at their sites. State law allows us to permit such uses and this ordinance set out the level of life safety review we will complete to allow for this to occur.
Following this, we will take up a potential ordinance relating to our development and trail standards. As you may remember, we recently adopted new development standards and is many times the case, we have come to realize that some further refinements and edits are needed. This ordinance will not only correct some of the drawings that accompany the text but also modify certain sections of the text to bring more clarity to our City Code.
Our next item is an Interlocal Agreement with the City of Bellingham for an emergency water intertie. It is not uncommon for cities to enter into agreements to support each other in times of emergency. We have such agreements with other law enforcement organizations for Mutual Aid and in this case, we would be able to temporarily use Bellingham water in the event that our well system suffered some problems. We will need to run a water line south from Slater to tie into the Bellingham system and we are not proposing to do this at this time but inking this Agreement will allow us to move in this direction in the future.
Next is an ordinance clarifying our Park Impact Fee system. The revisions suggested will serve to streamline the process and will bring consistency between our Park Master Plan and City Code. Our Community Development Director, Jori Burnett, will be able to cover the specific modifications that staff is recommending.
The final item is a resolution that will set a Public Hearing regarding the potential to offer local developers tax incentives allowed by State law for the construction of multi-family housing in selected areas of the City. With recent changes to State law, we can now offer this program that previously was only available to larger communities. The hope is that due to these property tax deferrals, housing units will be constructed that normally would not be financially feasible.
Well, that is all for now. The agenda is varied and interesting but I do believe we can finish the meeting in good time. With this said, we also have the Executive Session scheduled at the conclusion of the meeting that I highlighted in my opening remarks.
