The following is letter to Ferndale Councilmembers and provided courtesy of Ferndale City Administrator Jori Burnett regarding the Ferndale City Council meeting agenda for the regular meeting scheduled for 6pm, Monday, February 4th.

Our Monday agenda includes the following:
Item B: Consent Agenda.
Ordinance (Budget Amendment) – The Finance Committee has placed an amendment to the 2018 operating budget on the consent agenda. The budget amendment would transfer $80,000 from the Solid Waste fund to the Thornton Road Overpass Construction fund. This transfer is necessary so as to provide working capital for the Thornton project. As the City is receiving funding that is paid for through reimbursements from Washington State, Ferndale must first pay its designers and vendors out of its own funds. These funds will then be repaid by the state. The Council Committee supported the transfer (after all, the Thornton project is not a speculative project), but has requested that City Staff clarify policies wherein it is specifically stated whether these fund transfers are loans that will be repaid to the original fund, or if they are permanent transfers from one account to another. In this case, the Solid Waste fund will be repaid. Future transfers will also clarify whether the transfers are loans or are permanent.

Claims Run (Open Period December 2018) – For those unfamiliar with municipal budgeting processes, the claims run at this time of year includes a much longer period than any other time. This is because the City must keep its 2018 budget open through approximately the third week of January, in order to include purchases made through December 31st of the previous year. Effectively, this means that the December period is approximately fifty days long (note the budget amendment above, which applies to the 2018 budget, is a part of this end-of-the-year closeout).
Surplus Vehicles – The Council is asked to surplus a number of vehicles, most of which have reached a point in their life where their service can no longer be relied on, or when their service can be relied on to be dangerous or dysfunctional (no reverse gear, persistent refusal to “turn on,” inability to “move,” inability to “stop,” etc.). Three treated telephone poles will also be surplused.
Amendments to FMC 2.07 – Emergency succession amendments are proposed. In case of emergencies, one of the most vital first-steps will be determining the chain of command, especially in the absence, death, or incapacitation of leadership. The existing chapters have not been updated in some time. The proposed changes would clarify this emergency succession plan.

Amendments to the Unified Fee Schedule – Staff has proposed clarifications to the Unified Fee Schedule associated with the rental and use of parks and practice fields.
Sole Source Resolution – The Council is asked to approve a “sole source” resolution for Flygt pumps, for use within the City’s water and sewer pumping systems. The City has standardized its pumping systems to a significant degree, allowing for a consistent process/ greater plug-and-play for replacement pumps. This decreases expense and time delay, and allows the City to maintain a small inventory of replacement pumps. Approval of the resolution will allow the City to purchase new pumps as needed without going through the typical competitive bidding process.
Staff anticipates further discussions of the use of limited sole source resolutions or policies in the future.

Item C: Design/Engineer Contract: Ferndale Terrace. The Public Works Committee has placed a contract for engineering services with Reichardt and Ebe Engineering, Inc. in the amount of $510,202. The contract would provide design engineering services for Ferndale Terrace, from Vista Drive to Hendrickson Avenue. The City Council should note that this contract is for engineering services only, and that the reconstruction of Ferndale Terrace will depend on additional funding. At the direction of the Committee, Project Manager Katy Radder worked with the project consultant to identify the costs of data collection necessary to determine warrants for traffic calming devices. The additional cost ($2,200) is included in the contract.
Item D: Presentation of 2019 Work Plans. Department heads will continue to present on their work plans for the year and will give an overall description of the typical day-to-day duties of the position or department. This week we expect to have some show-stopping presentations, as our department heads with background in theatre and drama will be presenting!
